Dave Harvey

Mr. David Harvey is the owner and principal consultant of Northwest Cultural Resources Services in Richland, Washington. He has over 30 years’ experience in cultural resources management, NHPA/NEPA assessments, and historic and archival research and field work throughout the western United States, including Montana and Alaska. He is a respected and long-time advisor/consultant to government agencies, private and public utilities and energy companies, and architectural and engineering firms. He has worked closely with the Department of Energy, Bonneville Power Administration, Washington Department of Archaeology & Historic Preservation, Washington Department of Transportation, National Park Service, and US Department of State, Bureau of Reclamation, Forest Service, Bureau of Land Management and Army Corps of Engineers throughout the Pacific Northwest, California, Montana, and Alaska.

Mr. Harvey’s experience has been instrumental in determining the National Register eligibility of hundreds of historical, architectural, engineering and rural landscape resources. He has applied his expertise in preparing programmatic agreements and memorandums of agreements for the mitigation of historic properties, assessed agricultural/early settlement landscapes, and conducted historic land use studies.  His research has supported projects involving transportation, industrial and energy facilities; hydroelectric, water storage, and mining structures, and nuclear reactor facilities. He also served eight years as an appointee to the Governor’s Advisory Council on Historic Preservation, advising the Governor and the State Historic Preservation Officer on historic preservation issues throughout the State of Washington.
